Chappell Roan gave the speech for Cyndi Lauper at the latter’s Rock & Roll Hall of Fame induction, and talked a lot about what Lauper’s “True Colors” meant to her as a queer kid growing up in Missouri. The outfit is a combo of a skirt and a headdress from the video:

Efrain Nava designed the skirt with assistance from Manny Robertson, who also handled the chandelier on her head. Nava talked about it to Vogue :
