It’s hard to wrap your head around the dysfunction that has engulfed our government. So many of the people in these important positions of authority act like children, and there seems to be no policy or procedure that can’t be ignored or “re-interpreted” as required.

The idea to pay what amount to “tariff dividends” to taxpayers is the latest idea to come up, and might be the craziest yet (“ Trump proposes $2,000 stimulus checks from tariffs, ” cleveland.com, Nov. 10). I can see that handing out the money will make President Trump popular, but how can anyone propose handing out money collected in tariffs when there is a reasonable chance they might have to give it all back? The possibility that it will have to be refunded is real, and the consequences seem significant.
