HONOLULU (Island News) – The Honolulu City Council approved a new collective bargaining agreement for the Honolulu Police Department, granting officers a 27% pay increase through 2029.

According to the City Council, the agreement, negotiated by the State of Hawaii Organization of Police Officers (SHOPO), includes a 5% annual raise, a one-time $1,800 bonus in 2026, and comprehensive health and life insurance coverage.

“This agreement honors the commitment of our officers while addressing one of HPD’s most pressing challenges, recruitment and retention,” said Council Chair Tommy Waters.

The Honolulu Police Department has faced significant staffing shortages, with many officers retiring or leaving for better-paying positions elsewhere.
