PORTLAND, Ore. ( KOIN ) – After more than three weeks in U.S. Immigration and Customs Enforcement detention, a Hillsboro grandfather and community member is finally back home.

It has been a long and painful journey for Victor Cruz and his family in what they say was a case of mistaken identity .

In mid-October, what Cruz thought was a routine traffic stop turned into more than three weeks behind bars. There, he claims to have experienced harsh conditions of cold temperatures, small portions of food, and facilities shared with 80 other men.
