A likely Liberal plan to dump net-zero emissions targets is another form of "denial selling", the nation's top climate adviser and former leading party figure has warned.

Opposition Leader Sussan Ley is set to formally unveil the Liberals' climate policy following a shadow cabinet meeting on Thursday, as divisions on the issue fuel party tensions.

The goal of achieving net-zero emissions by 2050 is expected to be dropped, with coal-fired power extended and nuclear energy embraced in the party's new policy.

The decision follows a five-hour meeting between all 51 Liberal MPs and senators, where a majority spoke in favour of ditching Australia's net-zero goal according to people in the room.
