The regular flight crew for a business jet that crashed last month northeast of Lansing were at the controls when the plane went down during a post-maintenance stall test, not test pilots experienced in performing stalls in that type of aircraft, a federal agency said.

"Pilots conducting stall checks should have prior experience in performing stalls in the Hawker and must be prepared for unacceptable stall behavior at any point leading up to and throughout the maneuver," the National Traffic Safety Board said in preliminary report on the crash.
