Unexpected long dialogue about state-mandated designation

The Chandler City Council voted to give preliminary approval to a pair of ordinances Nov. 10 that involved recently passed state-law mandates.

One type of ordinance, which makes review and approval of design plans and plats an administrative task rather than one requiring a public hearing, passed unanimously.

But a more complex ordinance, set in motion by a 2024 state-legislature development mandate, passed by a vote of 5-2, with council members O.D. Harris and Angel Encinas dissenting.

Harris described his vote, during a long-than-usual Monday regular meeting, as a sort of protest.
