PAINESVILLE, Ohio — A Painesville man is seeking to turn his challenge of a Willoughby Hills traffic camera ticket into a class action that could affect tens of thousands of drivers and millions of dollars in fines collected when handheld enforcement devices caught motorists allegedly speeding along Interstate 271.
Martin E. Spehar appeared Wednesday for a pretrial hearing before Judge Marisa L. Cornachio in Willoughby Municipal Court. Spehar is appealing a July 3 citation he received for allegedly speeding at mile marker 40 and has filed a counterclaim accusing the city of systemic violations of Ohio traffic-camera laws.
