DC Councilmembers critical over numerous issues reported at city's youth rehabilitation centers

In September, there were 72 reported youth-on-youth assaults between both centers. Other issues include drug use and a lack of supportive resources. Now, the D.C. Council wants more oversight of the agency that runs these facilities.
