The UCP has it wrong. K–3 literacy and numeracy testing are misguided exercises, a waste of resources and doomed to change nothing for the struggling students that the talking points claim it will help.
So here is an assessment test for the UCP government. This is an essay test. Full responses, thoughtfully expressed and backed by details, are expected. No short answers, no glib talking points, no platitudes will be accepted.
