Washington Examiner columnist Tiana Lowe Doescher said Californians are still living in accessory dwelling units because the city and the county will not let them rebuild their homes, following the devastating wildfires .

Lowe Doescher stated that approximately 600 homes burned in Malibu, and only 12 permits have been issued.
