The Congress government in Karnataka is about to touch the half way mark, and its five guarantee schemes (Gruha Lakshmi, Gruha Jyothi, Anna Bhagya, Shakti and Yuva Nidhi) have generated hot debates. Prof Prabha Kotiswaran of Kings’ College London led a study in the state that looked into the guarantees, primarily Gruha Lakshmi.
