Did shutdown provide proof that the Department of Education is unneccesary?

Education Secretary Linda McMahon said the shutdown proved the department is a “pass-through” for funds best managed by states, an argument she said conservatives have been making since it was created. The routines of students and teachers continued uninterrupted, she said.
