On Tuesday, Queensland's Environment Department issued an exemption so the recalled coloured sand could be disposed of for free at licensed landfill sites across the state.

It must be kept in its original packaging where possible, double-wrapped in heavy plastic bags, sealed with tape, and then labelled as asbestos before being thrown out, the department said.

Some councils have said they do not have the waste facilities to accept the product, while others had previously been charging to take it.
