A Jamaican citizen extradited to Western Washington is facing federal wire fraud and mail fraud charges.

Roshard Andrew Carty is accused of stealing more than $800,000 from a 73-year-old Vancouver woman, according to the U.S. Attorney’s Office.

On Nov. 12, Magistrate Judge David W. Christel ordered Carty to be held pending a Dec. 22 trial.

Carty, 34, was arrested Aug. 21 in Jamaica and arraigned Oct. 23 in U.S. District Court in Tacoma.

According to court records, Carty first contacted the victim in 2020. Over the next 3½ years, prosecutors say he convinced her to send him money by claiming she had won a $22 million Publishers Clearing House prize and needed to cover taxes, fees and other costs to claim it.
