Amid rising tourist numbers and local frustration, several coastal cities are reevaluating how many cruise ship passengers they allow to enter.

One major cruise hub, considered a bucket-list stop for many Royal Caribbean guests—Barcelona—is preparing to scale back and redesign its waterfront to better handle the millions of passengers who arrive each year. After confirming its reduction plan earlier this year, port officials announced this week that the city will see fewer cruise ship passengers as early as 2027 .
