SCRANTON, Pa. — Holiday staples and Christmas characters aplenty fill the new facade of the Lackawanna County Government Center.
"I like seeing all the different like designs and what Scranton's actually become, you know, it's, it's a change over the years, but it actually turned towards the better," said Matthew Molnar, Dickson City.
These changes come after Commissioner Bill Gaughan says the Energy Improvement Project was started by a previous administration.
"There's a lot of great development that has gone on in downtown Scranton over the last couple of years. John Basalyga has added a lot of flair to this block as a whole, and we wanted to continue that momentum," said Commissioner Gaughan.
The upgrade, besides saving energy, pays homage to the building's former life as the Globe
