Arkansas doesn't have a legal way to bring someone back to the state to serve prison time if they are released by authorities elsewhere, but Tuesday the Board of Corrections gave themselves the power to ask other states to hold inmates about to be released so they can be returned to Arkansas to serve out their prison sentences.
