At Metro Baptist Church in Hell’s Kitchen, ROCC NYC runs a grassroots hub with resources, opportunities, connections and community.

It’s a place where the executive director says hundreds of migrants come each week for safety, not just services.

“It can be a sanctuary city, but that’s not stopping the agents or the bounty hunters, or whatever you want to call them, from coming into our communities,” Power Malu, executive director at ROCC NYC, said.

Advocates say fear is rising even as the state scores a major legal victory.

A federal judge on Tuesday dismissed a challenge from the Trump administration to the state’s Protect Our Courts Act, which bans U.S. Immigration and Customs Enforcement from arresting people in and around state courthouses.
