Daytona Beach's internal auditor, Abinet Belachew, is investigating the city's credit card program following concerns about outdated policies that increase the risk of waste, fraud and abuse of public funds.
In his recent 24-page report, Belachew said he will offer recommendations if any deficiencies are discovered. "Until I start and complete the audit, anything is possible," he said.
Belachew expressed hope that the city manager and staff will cooperate by providing all necessary receipts and documentation for a thorough review of the program.
"We need to develop a culture of accountability and transparency," he said.
Records reviewed by WESH 2 revealed purchases that appear to extend beyond official business, including hotel bills, restaurant tabs, birthday cakes and flowers.
