FLATBUSH — A ZONING APPLICATION filed Nov. 14 reveals detailed plans for a 16-story mixed-use development at 1584 Flatbush Ave., a stone’s throw from Brooklyn College. According to the city Department of City Planning, developer Moses Kupferstein is seeking a rezoning to replace the existing low-rise retail strip with a 130,790-square-foot building featuring 112 residential units — 28 of which would be permanently affordable under Mandatory Inclusionary Housing.
The proposal also includes roughly 9,500 square feet of commercial space and a small community facility. The project is currently in the environmental assessment stage and has not yet been certified for public review as part of the ULURP process.
