KNOXVILLE, Tenn. (WVLT) - Emails obtained by WVLT between leadership at the Richard L. Bean Juvenile Detention Center and its now former interim director, Brian Bivens, show just how little faith the man had in the center’s rehabilitation.
Bivens was brought on by Mayor Glenn Jacobs over the summer to head up the facility after its previous 50-year director, Richard L. Bean himself, resigned. That resignation came after Bean was accused of firing two employees who sounded the alarm at the state level over how Bean was running the detention center.
Since the news broke on May 29 and Bean left the center, the county has been preparing to transfer control of the juvenile facility to the Knox County Sheriff’s Office. As part of that, Bivens was told he’d need to run the facility until Januar
