RACHEL Reeves is facing a nightmare Budget speech after all key measures in it were published by the Office for Budget Responsibility (OBR) half an hour before she was due to make the announcement.
The Chancellor was undercut by the independent spending watchdog, which typically releases the document afterwards.
In the document the OBR has increased its forecast for economic growth this year from 1% to 1.5% but downgraded its forecasts for the following four years.
They also confirmed the Budget will extend the existing freezes to personal tax thresholds for another three years until 2030-31.
