ST. PAUL — Mayor Melvin Carter said he is “deeply concerned” about St. Paul police’s involvement in a Tuesday, Nov. 25, incident in which federal agents took a man into custody.

Nearly 200 people gathered outside a St. Paul home in the Payne-Phalen neighborhood when protesters confronted federal and local law enforcement, who responded with pepper spray and projectiles.

It was the second time in a week that protesters and law enforcement clashed in St. Paul when ICE was carrying out arrests, but this time, St. Paul police officers were involved, drawing anger from City Council members, legislators and community members.
