Is Daniel Behiels a whistleblower, or a loose cannon?
How a disciplinary hearing officer decides to answer that question will go a long way in determining the embattled detective’s fate.
Behiels is in the final stages of a Police Act hearing for leaking case files to a journalist about Abdullah Shah, the convicted mortgage fraudster and alleged drug dealer shot to death outside his home in 2022.
Behiels pleaded guilty to three misconduct counts at the beginning of the hearing last summer, including breach of confidence and insubordination. He admitted to passing gigabytes worth of documents about Shah to CBC reporter Janice Johnston, who produced a series detailing failed bids to prosecute the landlord and his associates.
