The Jamestown Police Department said that around 3:30 p.m. Tuesday, officers were called to help Department of Development and Probation personnel with a home check at an east side address. During the visit, investigators found that 31-year-old Jessica Brown and 45-year-old Joshua Pangborn had failed to provide food and water for six dogs and four cats.
"This resulted in the animals becoming severely emaciated," police said Friday in a statement.
Both Brown and Pangborn had previously been convicted of failure to provide sustenance to animals earlier this year, in July. Police said the condit
