Trouble for London's response to homelessness is starting to take shape at city hall.

The problem on the city's streets is growing, but some of the key sources of outside funding from senior governments is ending.

In a meeting for city council's community and protective services committee, staff laid out a framework for how the city can provide service for its homeless population over the next two years.

As it stands now about $46 million is spent in London on everything from outreach programs that bring food and water to people living outside, to shelters that offer a warm place to stay. It's a mix of different services with multiple funding sources that include the municipality ($16 million), the province (almost $22 million)
