ROCHESTER, Minn. — The Rochester City Council approved the 2026–2027 Operating and Capital Budget and a 5.95% property tax levy increase at its meeting on December 1. The budget totals $693.4 million and includes a certified levy amount of $118,284,623. Although the levy increase is 5.95%, the city says that it doesn't mean all property taxes will rise by that amount. Property values in Rochester increased by 6.58%, with 1.77% due to new construction. The local tax rate is projected to change by 0.16%. Individual tax impacts will vary based on property value and classification.
