INDIANA — The Indiana Bureau of Disabilities Services (BDS) is moving forward with a significant initiative, known as the “waiver reset,” to create new Home and Community-Based Service (HCBS) waivers and fundamentally improve how disability services are delivered across the state.
The BDS plans to transition individuals currently accessing services under the existing four waivers into the new, updated waivers starting in 2027. While the details of the new waiver structure are still being developed, the bureau is actively seeking community input to guide the overhaul.
Community Feedback Driving the Change
To assist in designing the new system, BDS has partnered with the Human Services Research Institute (HSRI). HSRI is hosting public conversations to gather feedback on necessary changes
