CHESAPEAKE, Va. — Virginia State Police are investigating a fatal pedestrian crash in Chesapeake early Tuesday morning.

The crash happened around 6:53 a.m. on Interstate 64 eastbound near the 299-mile marker.

A pedestrian, later identified as 51-year-old Cliff O. Garris, was struck by a 2023 Honda Civic and died at the scene. The driver of the vehicle, Ilsia Mendoza, remained on site.

Police have not said at this time why the pedestrian was on the interstate.

Mendoza was charged with failure to maintain control.

The crash is under investigation.
