A 25-year-old armed man who was found to have a notebook containing notes on warfare techniques, premeditated assault plans, and a diagram of the University of Delaware Police Department has been charged by New Castle County police.

Luqmaan Khan, who was charged by county police with several weapons offenses, has been turned over to the FBI. Khan has been federally charged with illegally possessing a machinegun.
