A battle fought behind the scenes between Penn Square Mall , Oklahoma City’s longtime top retail destination, and upstart OAK , a new, upscale mixed-use development, is going public with a lawsuit that alleges the mall’s owner is engaging in anti-competitive behavior and bullying.

Simon Property Group, which owns Penn Square Mall, did not respond to emails and calls seeking comment on the allegations.
