A witness to a St. Paul shooting told investigators the gunman was paranoid and "tweaking" from drug use when he fatally shot a man inside an apartment building early Sunday, according to criminal charges.

Spencer C. McAloney, 27, of Rosemount, is charged with 2nd-degree murder, 2nd-degree attempted murder, and illegal possession of a firearm in connection with the incident, which happened around 1:30 a.m. Sunday at 758 North Victoria Street.

Tarik Hazem Hassan, 32, died at the scene after McAloney allegedly shot him multiple times in the living room of Hassan's apartment, which the complaint notes had been the subject of complaints about drug activity.
