DEFOREST, Wis. (WMTV) - The Village of DeForest Board on Thursday rejected two annexation petitions tied to a proposed QTS data center, taking a procedural step that effectively sends the applicants back to restart the process with a single, consolidated filing.

The special meeting lasted about seven minutes and was held over Zoom.

The petitions sought to annex 1,570 acres from the Town of Vienna — one for 1,135 acres and another for 435 — which Village staff say are intended to support one large development . In a memo to the board, Village Administrator Bill Chang wrote that reviewing the petitions separately made it difficult to understand the full scope of the project, including traffic impacts, utility demands and potential noise-mitigation measures.
