The Frederick County Board of Education can legally limit public speakers at meetings to county residents, business and property owners, and current parents of FCPS students, a state compliance board said in an advisory opinion released Monday.
The Maryland Open Meetings Compliance Board also said the school board can legally require speakers to present a government-issued identification.
