(Rapid City, SD) — Corrections secretary Nick Lamb says female incarceration rates should “substantially decrease” with a newly-created rehabilitation task force. South Dakota has the highest incarceration rate of women in the world. Lamb says the new 87-million-dollar Rapid City prison, scheduled for completion next summer, would enable task force goals.
