Work to create a luxury housing estate on a historic site in Preston finally looks set to begin after the developer agreed to make a £250,000 payment to the city council to get the scheme off the ground – three years after it was first given the green light.

Plans to redevelop the former Harris Orphanage in Fulwood had stalled because of what the firm behind them claimed was the "uncertainty" surrounding whether it would later be liable to contribute towards the creation of affordable housing and extra school places.
