The National Weather Service released a flood advisory at 3:18 a.m. on Tuesday in effect until 10 a.m. for Multnomah and Washington counties.
The weather service adds, "Urban and small stream flooding caused by excessive rainfall is expected."
"Minor flooding in low-lying and poor drainage areas. Water over roadways," states the weather service. "Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. Be especially cautious at night when it is harder to recognize the dangers of flooding."
