PHILADELPHIA — A legal push to open Pennsylvania’s primary elections to independent voters was launched Wednesday with the filing of a lawsuit in Commonwealth Court challenging the constitutionality of Pennsylvania’s closed primary system.
Five independent voters filed the lawsuit against the commonwealth, the Department of State and its secretary, Al Schmidt. The plaintiffs include David Thornburgh, chairman of Ballot PA Action and of Open Primaries PA, and son of a former Pennsylvania governor, the late Richard Thornburgh.
