A Parliamentary Standing Committee on Defence has expressed concern that the ‘Revenue’ component of the defence budget continues to overshadow the ‘Capital’ outlay, urging the Ministry of Defence (MoD) to enhance capital procurement and scale up design and research support for indigenous manufacturers in line with the Atmanirbhar Bharat vision.

In its report reviewing ‘Action Taken by the Government on recommendations of the Ninth Report (18th Lok Sabha)’ on the Demands for Grants for 2025-26, the Committee noted that the structural imbalance between revenue and capital allocations persists despite successive increases in the capital budget.
