OKLAHOMA CITY — Oklahoma Gas & Electric should be allowed to go forward with plans to commit millions of dollars to projects that will boost its energy production capacity, despite objections that they will leave customers on the hook for bigger bills, the Oklahoma Corporation Commission decided Thursday.
