HONOLULU (HawaiiNewsNow) - Lahaina’s recovery will enter a new phase Monday with the first commercial tours operating out of Lahaina small boat harbor and easier public access in the burn zone.

The changes are raising concerns among those who say trespassing is already out of control in the historic area.

Lahaina’s recovery has been a balancing act between the demands of residents, businesses, cultural advocates, and visitors. Monday will be another test of that balance when Lahaina Harbor allows limited ocean tourism and the county opens up more roads and parking areas.
