An SNP councillor - who did not take part in Wednesday's vote - objected to plans to develop Perth and Kinross Council's former council offices and chambers into a hotel.
On Wednesday, December 10 councillors voted by 31 votes to six, with two abstentions, to nominate Lock Terrace as developers of the revised Perth 1-5 High St hotel project.
As a neighbouring resident, Cllr Ken Harvey opposed the development and calculated the approved two-storey extension will block the minimal light his rear windows get and result in his flat being overlooked by hotel windows just 8.7 metres away.
