A Maryland man who was at the center of a state police probe into an online child sex abuse material purchasing operation was arrested on Thursday, authorities announced.

Annapolis resident Shawn Livingston, 38, was taken into custody on Dec. 11 and charged with multiple offenses related to the solicitation of a minor.

The investigation began in April 2025 when troopers launched a probe into an illicit online child sex abuse material purchasing operation in Anne Arundel County.

Investigators identified Livingston as a suspect accused of sexually soliciting a minor.

Troopers from the Maryland State Police Child Exploitation Unit and officers from the Anne Arundel County Police Department served a search warrant at Livingston’s Annapolis home, where he was arrested without incident, police said.

Livingston was charged with: 

  • Sexual solicitation of a minor;

  • Knowingly permitting sexual solicitation of a minor.

He is being held at the Anne Arundel County Detention Center without bond.
