BOROUGHWIDE — The story of Chief Administrative Judge of the New York State Unified Court System Hon. Joseph Zayas’ life is a masterclass in overcoming the odds.

Zayas’ journey is one of legendary proportions — ascending from a young boy growing up in an uptown public housing project to becoming the first Latino to hold the highest administrative position in the New York State judiciary, which is effectively the second-highest-ranking judge in the Unified Court System.

Zayas, 63, oversees the day-to-day operations of the statewide court system, including its $3 billion budget, 3,300 judges and more than 16,000 non-judicial employees in over 300 locations across the state.
