AUSTIN, Texas — State leaders in Texas face new legal action over the governor's recent proclamation declaring two groups to be foreign terror organizations.

Last month, Gov. Greg Abbott issued that proclamation regarding the Muslim Brotherhood and the Council on American Islamic relations (CAIR). He claimed both groups have been affiliated with known terrorists.

The designation means those two groups can't own land in Texas.

Now, a civil rights attorney named Jonathan Wallace is suing the governor, Attorney General Ken Paxton and Texas DPS in federal court.

In his complaint, Wallace says he regularly represents and interacts with people who are either members of those two groups or tied to them. He alleges that with the governor's proclamation, he runs the risk of facing consequence
