Federal regulators on Friday released a long-awaited draft environmental review of a $1 billion proposal to encase the Line 5 oil pipeline under the Straits of Mackinac in a tunnel.

Although the project is not an official decision — US Army Corps of Engineers officials say they’ll issue that this fall — it gives the first public indication of how the agency views the project.
