Josiah Roise says he will be a constitutional mayor if elected by voters in the Minot city election Aug. 5.
“It’s much less government enforcement, so it’s a lot more freedom. It’s personal liberties, and personal freedom enhanced greatly,” he said in describing a constitutional mayor.
