SACRAMENTO, Calif. — California Gov. Gavin Newsom says he plans to move forward with redrawing congressional district lines in a way that could give Democrats additional seats in the U.S. House — a direct response to Texas Republicans’ newly proposed redistricting maps.

Newsom said Thursday he is eyeing a possible special election for the first Tuesday of November, as he and state lawmakers look to redraw congressional maps to send more Democrats to Washington, D.C., and counteract Texas redistricting.

Under the proposed plan, California voters would be asked to change the redistricting process temporarily — for congressional maps only — for the 2026, 2028, and 2030 elections. After that, the power to draw congressional boundaries would return to the state’s independent redistricting com
