HARRISBURG, Pa. (WHTM) — A troubled property in Harrisburg's Midtown remains troubled, city leaders said.
Code violations are piling up at Governor's Square, a 221-unit complex just south of Maclay Street, dealing with unsafe living conditions such as broken windows, handrails, and, in some cases, no water or electricity. The city hoped aggressive citations would improve conditions, but things haven't changed much.

Residents have been complaining about the property for years. In the past, the city has sent letters to its owner, suggested a receivership, and even proposed funds to get it up to code.
Many people have now moved out. Leaders said there's not much more they can do because they do not own the property.
